ARP gives the *MAC* address associated with an IP address.  You
are looking for reverse DNS.  Simplyh do "host <ipaddress>" and
if there's any host name associated with that IP you will get
it.  If not, you can try "whois <ipaddr with last octet 0 at whois.arin.net"
to look up who owns the block (usually).

 The sooner you start to code, the longer the program will take.
