[lug] Auto FTP file up on PPP connection

The permissions are correct, but you must make sure /etc/ppp/ip-up calls
/etc/ppp/ip-up.local with something like

[ -x /etc/ppp/ip-up.local ] && /etc/ppp/ip-up.local $*

near the beginning of /etc/ppp/ip-up.
