If I understand current suit-think correctly, technical staff aren't
deemed sufficiently "business oriented" to make appropriate technical
decisions. They're just a strange sub-species of auto mechanic, required
to implement the suit's latest "business needs driven" brainstorm, & to
be handy scapegoats when the brainstorm fizzles ...
