su -s /bin/sh apache

For example, on my laptop sshd is a good example, I don't have an apache
user.  So, for example:

   guin:~$ sudo su sshd
   This account is currently not available.
   zsh: exit 1     sudo su sshd
   guin:~$ sudo su -s /bin/sh sshd
   $ id
   uid=107(sshd) gid=65534(nogroup) groups=65534(nogroup)
