--You will get much better performance using a *NIX OS to host your VMs, as
Windows 7 is going to use about 2GB of memory off of the top, cutting out
resources for your VMs.
It may be worth looking at Citrix XenServer. There is a Free Open Source
version available and fairly easy to install and configure.
