[lug] Kill X11 Hot Keys?

I might have seen a system with a weird configuration. It's been years but
IIRC on that system RL5 was regular multi-user and X required RL6. Forcing
the RL down to 5 would kill X and then another process would automatically
bounce the RL back to 6.
