You either have Docker installed, or you're running something similar to
docker that is providing a docker interface, much as all Unix SMTP
daemons provide a sendmail binary.
I doubt you've been hacked. Ask your APT system about what package is
providing that /usr/bin/dockerd, and what required that package.
